WHO WE ARE

HeDPAC is a health development platform that primarily works with like-minded governments, particularly in Africa and the Caribbean regions, to forge South-South partnerships that address pressing health challenges and achieve universal health coverage. Its initial establishment as an initiative within the Headquarters of the World Health Organisation was based on the valuable lessons harvested during the Covid 19 pandemic and its disproportionate impact on the two regions. The deep cultural, historical and political ties, including a sense of common identity and vision, and health challenges shared between the two regions, also contributed to its establishment. It was incubated at the WHO headquarters from May 2022 to December 2023 and is currently registered as a not-for-profit organisation in Barbados and Rwanda.

At HeDPAC, we view the South-South Partnership as a strategic and sustained collaboration among two or more countries in the Global South pursuing shared development goals and mutually beneficial outcomes, accelerating progress towards Universal Health Coverage.

Built on mutual respect, equality, and shared goals, these partnerships facilitate knowledge exchange, foster joint innovation, and enhance regional solidarity, while advancing health-related Sustainable Development Goals.

HeDPAC employs a diverse set of approaches to harness the full potential of South-South partnership. These include twinning and country pairing to promote peer learning, organizing learning exchanges that facilitate sharing experiences and innovations, and documenting and disseminating good practices. HeDPAC also strengthens collaborative network platforms, facilitates policy dialogue and joint research to inform evidence-based reforms. It also harmonise voices and positions of its partner countries in regional and global forums and actively engages multilateral and regional partners to align efforts and expand reach.

The Caribbean region consists of fifteen countries and five associate members, home to approximately sixteen million citizens. The region is multilingual, with English as the predominant language, but with significant variations of these as well as African and Asian expressions.
